  Dear Friends of the Oceans and Coasts,

Welcome to issue number 22 of our Ocean and Coasts Newsletter with 20 contributions from our projects all over the world, with a strong focus on Latin America this time. For our next issue, we definitely would like to hear a bit more from Asia, the Pacific and Africa, if possible. Thematically, we are covering a lot of the spectrum of marine and coastal themes, including MPAs, fisheries, tourism, waste management and marine litter, sustainable sea transport, digital solutions and financing for conservation, among others. We would like to thank all the authors for sharing their interesting and valuable contributions!

Dr. Mecki Kronen
 
Unfortunately, I have sad news to share with you, our dear colleague Mecki passed away peacefully on the 1st of June, after a short, serious illness. We are still in shock, she was with us in a meeting just two months ago. We will miss her greatly, her seemingly unlimited energy, her depth and breadth of knowledge, her dedication, her humour and her creativity were a major pillar of the marine and coastal community and of our group, the 4D20. She was mother or midwife for most of the projects you all are working in, and for all things Oceans and Coasts at GIZ for the past six years. Please remember her as she was in happier times and I would like to ask all of you a big favour. We are trying to make a small photo/story book for her daughter Nina and her partner Walter, and we need your help for this. If you have photos of Mecki in action and/or a funny, memorable, impressive or otherwise interesting story with and about Mecki to share, please send it to Sabina and myself, if possible by June 24th. We will collect everything and put it together and I hope it will convey to Nina and Walter what Mecki meant to us. We will miss her!

Aquaculture Takes the Spotlight in Malawi
Under the umbrella of International Year of Artisanal Fisheries and Aquaculture 2022, which was officially launched in Malawi on May 5th, the country has taken various steps to raise awareness on the role of small-scale fisheries and aquaculture. With support from the SEWOH Aquaculture Value Chain for Higher Income and Food Security Project in Malawi (AVCP), the Government of Malawi organized a “National Policy Research Seminar” to increase policy focus in the sub-sector, and celebrated the strengthening of TVET based aquaculture competences at two national graduation ceremonies. On regional level, Malawi organised a “Regional Dialogue towards Building Resilience and Adaptation in Artisanal Fisheries and Aquaculture”. The dialogue aimed at increasing the contribution of fish to food security and economic development in the SADC region, among others.

7th International Marine Debris Conference (7IMDC)
The 7th International Marine Debris Conference (7IMDC) will take place from 18 to 23 of September 2022 in Busan, Republic of Korea.

The conference will bring together governments, industry, academia, civil society, and all relevant stakeholders The aim is to discuss the latest science, strengthen collaborations, find solutions, and catalyse action to address global marine litter and plastic pollution.
GIZ (BMUV Support Project Marine Litter & Sector Project on Concepts for Sustainable Waste Management and Circular Economy) will facilitate several technical sessions covering topics such as International Collaboration (tackling marine pollution through the development of Strategic Frameworks), Regulations, Laws & Policy (role and impact of EPR measures) as well as Monitoring (modelling approaches).

Wasteless Wednesdays Webinars on Marine Litter Reduction
On 1 June, the EU-German Government funded 'Rethinking Plastics – Circular Economy Solutions to Marine Litter' project kicked off its ‘Wasteless Wednesdays’ knowledge-sharing series. The five sessions, running from 1 June to 6 July will enhance regional exchange and share the expertise generated throughout the three years of the “Rethinking Plastics” project implementation with a specific focus on the more than 20 pilot projects supported. These pilots cover efforts for a sustainable consumption and production, improving waste management on land and from the sea as well as awareness raising activities.

Improving Ship Waste Management in East- and Southeast Asian Ports
If ships calling ports cannot deliver their waste at port reception facilities or other collection systems, they are indirectly forced to dump it illegally into the sea. It is therefore vital that the waste collected from ships is managed properly on land and to the extent possible merged into the municipality waste streams. The EU-German Government founded 'Rethinking Plastics' project supported several ports in China, the Philippines, Thailand and Vietnam in improving Ship Waste Management based on European experiences, international regulations and an assessment of the current situation in the ports. With great success: In Vietnam for example, the adaptations will be shared with other ports and regional cooperation was enhanced with a regional workshop as a first step.

Sustainable Sea Transport in the Marshall Islands

In 2022, the Low Carbon Sea Transport Project mainly focused on the development of the Maritime Training Center, Tender Process for the New Shipbuilding and supporting Canoes of the Marshall Islands (WAM). The Maritime Training Center building is close to its conclusion of construction, soon an Opening Ceremony will commence. As for the New Sailing Vessel, GIZ along with HEL and SDC have conducted their first negotiations with a couple of shipyards, and by the end of June, a contract with a shipyard will be signed. In February, WAM building faced a fire incident which has cause WAM to lose their offices, equipment, important documents, and more.

Strengthening the management of fishery resources in marine protected areas in Ecuador
In the provinces of Santa Elena and in the southern area of Manabí there is a lot of marine and coastal diversity. Artisanal fishing is one of the main activities that sustain the local economy. Within the framework of the Protection and Sustainable Use of Natural Resources program, actions were carried out to strengthen the management of fishermen and their local governance in the Marine Reserves: El Pelado, Bajo Copé and Cantagallo-Machalilla.
Actions were:
• Evaluation of the fishing effort for octopus, shrimp, and other species.
• Economic valuation of fisheries based on the level of economic performance of the species caught.
• Design and implementation of participatory monitoring protocols.

Sustainable and inclusive tourism in Paita

The province of Paita (Piura, Peru) is a wonderful tourist destination with spectacular landscapes. In order to achieve the sustainable management of its marine-coastal zones, promoted by the Ministry of Environment, the German development cooperation (EbAMar project), supports the Provincial Municipality of Paita in the formulation of its Tourism Development Plan.
The objective of the plan is to identify the ecosystems in the marine-coastal zone that have potential as tourism resources and should be protected. Also, to identify ecosystem-based adaptation measures so that the most vulnerable populations can take advantage of these ecosystems sustainably through ecotourism, obtaining wellbeing for their families and providing health to the ecosystems.

Peru committed to the sustainable management of its beaches

In 2021, the German development cooperation (EbAMar project) supported the Peruvian Ministry of the Environment in the development and approval of the Environmental Distinction for Beaches, with an ecosystem-based adaptation (EbA) approach, with the aim of recognizing good environmental management of beaches by provincial and district municipalities.
Currently, EbAMar is supporting the Provincial Municipality of Talara (Piura) in the application process of Las Peñitas beach to obtain the Environmental Distinctive of Beaches, and thus promote tourism. To do so, it must meet the criteria of environmental health and quality, beach safety and services offered, environmental protection and conservation, and education and access to environmental information.

A partnership for the benefit of artisanal fishers

The National Fund for Fisheries Development (FONDEPES) is the institution in charge of training about 75,000 artisanal fishermen in fisheries, with a total of 9,000 fishermen trained annually. The German development cooperation (EbAMar project) has contributed to the institution through a strategy of capacity building for the benefit of its regional technical and administrative specialists.

Since 2020, trainings on effective communication, ecosystem-based adaptation approach (EbA), entrepreneurship for artisanal fisheries and environmental management and fisheries sustainability have been implemented. This alliance has achieved the total (83%) and partial (9%) application of the knowledge acquired, introducing this content in the courses provided to artisanal fishermen.

Coastal state of Pernambuco, Brazil, launches action plan to combat marine litter

In March 2022, the State of Pernambuco, Brazil, launched the Action Plan to Combat Marine Litter (Pacolmar/PE), with support of the TerraMar Project (IKI/GIZ Brazil), during the International Conference on Solid Waste held in Recife.

The Action Plan was developed to establish guidelines and goals to combat and prevent marine litter in Pernambuco, Brazil, with a special focus on solid waste management in the state’s coastal cities. Representatives of civil society, the fisheries and tourism sectors, universities, and public and private initiatives, collaborated throughout 2021 to develop the Action Plan.

Praia Limpa App presents information about bathing water quality along the Brazilian coast

Coastal communities and tourists can now consult the App Praia Limpa for information on water quality for swimming, beach cleanups, local infrastructure, weather forecast, tides and waves. The App is available on GooglePlay (Android) and the Apple Appstore (iOS), as well as on the Praia Limpa Portal.
The mobile application was developed by the Brazilian Ministry of Environment (MMA), in cooperation with coastal States and the TerraMar Project (IKI/GIZ Brazil).

Representatives of Brazilian Marine Protected Areas are trained in monitoring artisanal fisheries and biodiversity

In April 2022, the Chico Mendes Institute for Biodiversity Conservation (ICMBio), in partnership with the TerraMar Project (IKI/GIZ Brazil), trained over 40 representatives of traditional fishing communities, protected area managers and local monitoring support staff in southern Bahia, Brazil, in participatory and ecosystem-based monitoring of artisanal fisheries and biodiversity in protected areas. The training is replicated along the coast in partnership with the World Bank Project GEF Mar. The content of the course is based on the technical guide on participative monitoring of artisanal fisheries, developed by ICMBio and TerraMar.

Networking for sustainable financial management
MPA networks and knowledge sharing platforms are powerful tools that can be to promote exchange and best practice amongst MPAs. The first bilateral exchange amongst the seven MPAs in Dominica, St Lucia, St Vincent & Grenadines and Grenada was facilitated by the Sustainable Marine Financing (SMF) Project. The forum comprised a mix of local experts, representatives of the Organization Eastern Caribbean States, the Caribbean Public Health Agency and MPA managers towards the establishment of sustainable institutions. MPA managers updated each other on progress affecting governance and implementation of sustainable financing mechanisms in the respective MPAs. SMF is remains committed to strengthening the network capacity for regular exchange in the region

Financial Administration Training for Tobago Cays Marine Park (TCMP)

The TCMP is one of St Vincent and the Grenadines most prized ecological hotbed consisting of five islands interspersed with corals, sea turtle, nesting sites and feeding areas, against the backdrop of lush coastal mangroves. The management of the park works closely with the GIZ-Sustainable Marine Financing Project to improve the administration and revenue collection systems towards financial sustainability. The SMF project recently provided QuickBooks training to three frontline staff of the TCMP to enable the digitalization of their financial portfolios and in readiness for the implementation of digital payment system for cashless transactions. The TCMP also received the required software upgrades in their main and outpost offices. SMF is keen on providing additional support for implementation of new financial mechanisms.

Progress of the establishment of a NCTF for Dominica

Dominica has made strides towards the establishment of a National Conservation Trust Fund with the support of the Caribbean Biodiversity Fund and the GIZ-Sustainable Marine Financing Program. The Cabinet of Dominica has formally endorsed the process and a steering committee has been set up to take over the initial administration of the fund. There is high anticipation that the Trust Fund will increase the island access to conservation financing opportunities and will support MPA management boards in Dominica to meet their stewardship obligations. The SMF Project is committed to providing the requisite trainings to the newly established steering committee to ensure proper management of the Fund.

The Sandy Island Oyster Bed and Marine Protected Area (SIOBMPA), located on the southwest coast of the island of Carriacou, has been a major beneficiary of GIZ/CARPHA-CATS 1&2 Programme. The MPA is in the process of repairing dysfunctional and installing new moorings systems in order to have all twenty-two (22) potential moorings operational. This activity is made possible thanks to materials and equipment procured by the GIZ-SMF, such as: dive gear, GPS systems and shallow water lift bags. Other devices such as: digital tablets with waterproof cases, desktop computers, laptop computer, printer and MS Office Suite were also received in preparation for implementation of a Digital Payment System.

Development of Regional Voluntary Guidelines for Marine Managed Areas with Focus on Sustainable Financing

The GIZ/CARPHA-SMF Project has converted the Regional Voluntary Guidelines for Marine Managed Areas, initiated by the CATS Programme, to a more focussed tool which provides practical multi-stakeholder guidance for incorporating sustainable financing within all aspects of MMA operations. The authors of this revision, MPA Connect/GCFI, have contributed their decades of experiences and knowledge from active MMA engagements, to revising this tool. The OECS Commission assisted the SMF in preparing its submission to the OECS Council of Ministers to seek their commendation. During the second phase of this initiative, adoption by CARICOM is anticipated; CARPHA, the Implementing Partner of the SMF will provide the guidance and support needed to achieve this.

The Ocean InSight podcast is back for a second season with inspiring conversations on marine conservation and ocean science for sustainable development. Join our new hosts Shannon Hampton and Kira Gee in interesting discussions with those on the frontlines of marine research, policy, and action.
The first episode of the new season takes us to Zanzibar and Tanzania for a valuable conversation on the importance of the right data and information for political decision making. Marine scientist Christopher Muhando from the Institute of Marine Sciences at the University of Dar es Salaam and policymaker Dr. About S. New MeerWissen image film released
“We build strong partnerships for marine science that matters.” The slogan of the MeerWissen Initiative – African-German Partners for Ocean Knowledge – represents the core of the initiative: the establishment of scientific cross-regional “partnerships of equals” based on the idea of a co-design process. The new MeerWissen image film shows that a strong partnership and co-design approach is pursued to ensure that MeerWissen projects address concrete needs in partner countries and are jointly developed and implemented: “The co-design approach takes us from a scientific mind to a more practical mind”, says Dr. Corrine Almeida, a leading scientist from the Atlantic Technical University in the MeerWissen project “Coastal Ecosystem Monitoring” in Cabo Verde.
