The City of Bhubaneswar, the 2023 Sustainable Transport Award Honorable Mention, is a major mover in green and equitable urban mobility since it opened the Mo Bus city bus service and modernized the first and last mile e-rickshaw connectivity options through its feeder service known as Mo E-Ride. The system is an example of inclusive design, but also processes – from gender-sensitive planning to workforce integrating different actors. Operating under the constraints of the pandemic, it managed to grow its ridership through public outreach, affordable fares and training programs to enhance user experience and economic opportunities for women and the most marginalized groups in the society.

Dipti Mahapatro General Manager (Personnel and Administration), CRUT

Ms. Dipti Mahapatro is the General Manager (Personnel and Administration) of Capital Region Urban Transport (CRUT), a Special Purpose Vehicle of Housing and Urban Development Department, Government of Odisha, India. She has been serving in the Indian State of Odisha in the State Administrative Service for nearly two decades. Widely known for her dynamic, radical and groundbreaking initiatives, it was under her vision that CRUT has been able to create a public transport ecosystem that is safe, accessible, smart, affordable, gender sensitive and socially inclusive. 

Ms. Mahapatro has been awarded as one of the 15 “Electric Women” globally in 2022 for her contribution towards promoting E-Mobility. She was also awarded with the prestigious UN-Habitat Scroll of Honour Award in 2022 for her leadership in transforming the transit system to make it inclusive and accessible. Her stellar personality and strategic leadership has been instrumental in ensuring that public transport system in the State is truly for the people, by the people and of the people.

Dario Hidalgo, PhD Professor of Transport and Logistics, Universidad Javeriana, Bogotá, Colombia 

Dario Hidalgo is an expert in sustainable transport solutions who has more than 30 years of experience working with governments and development institutions on advancing inclusive, efficient, safe and green public transport in Latin America, Asia, and Africa. He is the author of 101 academic publications. He holds a Ph.D. and M.Sc. degrees in Transportation Planning from Ohio State University, and a Civil Engineering degree from Universidad de los Andes, Colombia.

Nora Peña Senior Manager, MOBILIZE Capacity Building and Engagement, ITDP

Nora Peña manages ITDP’s MOBILIZE Program and the Sustainable Transport Award out of the Global Office in New York City. Nora has over 15 years of experience working with environmental and transportation nonprofits locally and abroad. Nora holds a Master of Science in Urban Policy Analysis and Management from the New School and a Bachelor of Science in Resource and Environmental Geography from Texas State University.
